Govind Nadkarni
President & CEO

Mr. Govind Nadkarni, P.E. is the Chief Executive Officer (CEO) of Govind Development, LLC. He graduated from Gujarat University with a B.S. in Civil Engineering and received a M.S. in Structural Engineering from the University of Southern California. Mr. Nadkarni has over thirty five (35) years of experience and has been charged with design and engineering of numerous projects involving public and private industry, as well as institutional facilities. He has been awarded the NCEES Distinguished Service Award for his dedicated service to the engineering and surveying professions. His contributions to NCEES included serving as its 2009–11 Southern Zone vice president and 2007–09 Southern Zone assistant vice president. Mr. Nadkarni has been active member of the Texas Board of Professional Engineers since 2000 and is a former board chair and vice chair. He was honored by the Texas Society of Professional Engineers as Young Engineer of the Year in 1984 and Engineer of the Year in 2004.

As a consummate businessman, Mr. Nadkarni has been a founding partner of several successful engineering firms and many other business ventures. Mr. Nadkarni is member of several engineering societies, boards, and commissions in Texas and a mentor to many young engineers. His vision and business acumen is the cornerstone for Govind Development, LLC.

Natesh Kumar
Chief Financial Officer

Mr. Natesh Kumar is the Chief Financial Officer for Govind Development. He graduated from Southern Methodist University, with an MBA in Operations and Strategy. Mr. Kumar has over 10 years of experience in the risk management & finance industry.

His career highlights include managing returns on capital across 25+ investments. He serves as the CEO of Empower Behavioral Health and The Children’s SPOT (serving 200 patients). He sits on the boards of Spigot Media Corporation, Viskard, Planar Semiconductor, Spotluck, and Goodwill South Texas. His specific skills include analytical thinking, business acumen, financial analysis and valuation of business models, process optimization, analyzing quantitative and qualitative data for business insights, and project management.

In his current position as our CFO, Mr. Kumar oversees the strategic planning for Govind Development and is responsible for the administrative, financial, accounting, information technology, and operations management of the organization.

Oscar Martinez
Chief Operations Office

Mr. Oscar Martinez has accumulated years of experience with construction and engineering firms and units of local government including the City of Corpus Christi and Nueces County.   He has served as Vice President with private engineering/construction firms and has been responsible for operations, government services and office management. His current position Chief Operating officer with Govind Development uses his prior experience in private/municipal engineering services, capital budgeting and financial management to work with and oversee operating and support staff to deliver high quality services to our clients.

In addition to private engineering/local government work experience, Mr. Martinez spent approximately 9 years leading workforce development programs in the Coastal Bend and Rio Grande Valley areas. He served as President and CEO of a private firm that operated under competitively procured contracts to deliver work force training, job placement and support services for the labor force. Eventually, Mr. Martinez served as the President/CEO of Texas Workforce Commission’s Workforce Solutions program in the Coastal Bend.

Over his career, Mr. Martinez has been involved with and provided leadership at the state and local level for key initiatives such as the transforming the Texas Workforce Commission service model; creation of funding mechanism for implementation of a solid waste recycling program, street maintenance program, capital asset life cycle replacement funding programs, water supply reserves, water contract negotiations and more.

Mr. Martinez holds a master’s degree from St. Mary’s University in San Antonio and a bachelor’s degree for Texas A&M in Kingsville.

Ajmer Kular
Vice President
Civil and Structural

Mr. Ajmer Kular, P.E., P.M.P.  is the Vice President of Civil and Structural for Govind Development. He graduated from the University of Texas, with an M.S. in Structural Engineering. Mr. Kular has over 30 years of experience in engineering design and project management.

His career highlightsincludes design and engineering of public and private buildings, institutional facilities, shopping centers, office buildings, schools, hospitals, warehouses, bridge inspections, bridge modifications and ship docking facilities.

Sam Gordon
Vice President Electrical Engineering

Mr. Sam Gordon, P.E. is the Vice President of Electrical/Instrument Engineeringfor Govind Development. He graduated from Texas Tech University, with a B.S. in Electrical Engineering and has over 35 years of experience.

His area of expertiseinclude electrical/instrument engineering and project management inthe following areas:water and wastewater facilities, warehouses, refinery and petro-chemical plant engineering and maintenance management.

Joseph M. Burch
Tech Services Manager

Mr. Joe Burch, P.E. serves as Technical Services Manager here at Govind Development providing mechanical management, process management and project technical leadership from our corporate office in Corpus Christi, Texas. He is a graduate from Texas A&M University with a B.S. in Chemical Engineering and has over 35 years of experience in the Petroleum/Petrochemical and Gas industry.

His past endeavors include Burch Engineering, LLC as President, Valero Refining, as Engineering Manager, and BHP Engineering as a Principal/Owner providing process design, project and construction management services to clients for Midstream and Downstream Oil and Gas industry projects.

Nancy Gonzalez
Human Resources Manager

Mrs. Nancy Gonzalez is the Human Resources Managerfor Govind Development. She graduated from University of the Incarnate Word, with a Master of Business Administration Degree and has over 15 years of experience.

Her area of expertise include Policy and Procedure creation, employee relations investigations, applicant tracking system software training, and is a member of the Coastal Bend Society for Human Resources Management.
